The building has paint coming off it, the entryway lights are physically filthy, covered with cobwebs and a strange yellow stain. 1/4 of a roll of toilet paper in toilet and nothing else. Though a drunk in the hallway with a bottle of vodka to provide "color". A wi-fi that generates 1-2 bars on a cell phone PROVIDING you first go outside the door to catch it and don't go too far into the room to try and use it.
