The staff for the most part, can speak English if you need extra assistance, but the check-in process was automated. Just need your passport inserted into one of their Kiosks, and the machine prints your receipt, and key card.
Check out is just as quick. They put a card machine right in front of the elevator that accepts your room key card. No need to meet with staff; unless you were paying for other services like breakfast buffet. Insert your key card, and exit.. all done.
This APA Hotel is very convenient as well. Right next to Nishi-Funabashi Sta. and a few different convenience stores. 7-11, Daily Yamazaki, etc.
In terms of the sights, admittedly there isn't much in the area. However, Nishi-Funabashi APA Hotel is well priced and is relatively close to central Tokyo, and areas on Chiba.
As an FYI, far as I know, all APA hotels operate similarly in regards to check in/out."
