Council Crest used to be an amusement park, and this water tower used to be a 77-foot observation tower where park-goers could gaze out at the 360-degree view of the surrounding countryside. You can't climb the water tower today (at least not legally). But you can still take in the view, which includes five mountains-- Mt. Hood, Mt. Jefferson on the Oregon side and Mt. Saint Helens, Mt. Rainier and Mt. Adams in the Washington side of the Columbia River. Oh, and the view of Portland is probably the best you can get from anywhere in the city.
