Despite concerns about the Hualien earthquake, even if I couldn't get a refund, I canceled my trip to Hualien and continued to stay in Kenting. Externally the hotel looked a little drab and rundown but that just gave the wrong impression to our actual experience. Staff went out of their way to help.
