Checked in and gave me room keys where someone else was staying went back in and they said someone forget to block off that room and assigned me another room

I was charged $3 per night on top of my pre-paid Expedia reservation payment which was supposed to include all fees. The TV cable was unplugged from the wall. The shampoo dispenser was empty. The sink hot and cold water was reversed. Used towels were taken out of the room and not replaced for the next day. There were no stirrers for coffee. The second day the supplies to make coffee were not replaced. In general, it was a budget hotel experience that felt "cheap". I will say that the bedding was clean which I appreciated.

Room smelled of smoke

The room was average and had a very strong smell of cigarette smoke. Smoking should be prohibited, and rooms should be kept clean from the smell.
