Herceg Novi is excellent for relaxing, walking from cafe to cafe. The city is quite small and staying a few days, made us feel we saw it all.
2/5 - Disappointing

Small town that is not very attractive. We drove to Kotor which had a nice Old Town. I hope they are caring for all the stray dogs and cats.
