Open pipe in the top floor bathroom vanity which emits a septic/sewage smell. Clearly the bathroom has a double vanity which was replaced. This pipe is the drain from the removed sink BUT it was not capped/sealed. Not only is this foul, but unsafe and against any kind of building code that exists; this needs to be...
